"Reservation for a party of two," Cyrus said, firing off a smile at the host. "Munroe."
"Right this way, Mr. Munroe," replied the host with a smile, guiding Cyrus to an out of the way private room on the third floor of the building. There were a handful of establishments used to working with police officers who needed some privacy for whatever reason and in times like these those establishments proved to be quite useful. It was very difficult to enjoy a good drink while talking business back at home base, after all.
Cyrus opened the sliding door to the room and slipped in, closing it behind him. He was a little early as always, which gave him a little time to think about the upcoming operation and his conversational partner for the night. Gabir El-Hashem, Middle Class indentured Secret Police Special Forces. When he was assigned to this operation, the officer that debriefed him had pointed him in the direction of Gabir. With his special talents, the man might be a perfect fit for the operation, but before anything official Cyrus wanted to chat with him a little and see whether Gabir was a good fit for him and the mission. And so he sent the man a message through secure Secret Police lines and arranged to meet at this place for some drinks.
Checking for any new messages he might have received since he arrived, he set his phone down, awaiting Gabir's arrival.

LMAO YOU ACTUALLY NAMED IT THAT "For fuck's sake."Gabir was not the type to answer messages unless he absolutely had to. He kept socialization to a minimum. Things were simply better that way. It didn't help that the important messages came at inopportune times. Sure, he didn't do many fun things in his free time. But he did things that he wanted to do, and that precious little time he got solely to himself was interrupted yet again. So there he was, wrist-deep in ground hamburger, attempting to make meatloaf. This was prime beef, too. Hell, he had ground it himself. And now he wasn't going to get to cook it because the secret police had decided HEY DUDE WE NEED YOU TO KILL SOME OTHER DUDES. It was always the same story. Something about fixing problems. Liquidating unnecessary risks. Just murder. Thankfully he didn't need to use a phone and get hamburger gunk all over it. He just used his NUIP to receive calls and messages. Looked like he was going to meet with some guy. Grumbling, he walked over to his sink, pouring dish soap unceremoniously into his hand while ignoring the fact that the hand he grabbed it with would leave hamburger gunk on the bottle. He'd clean it up later. Not like his apartment was ever perfectly clean. He quickly washed his hands and walked to his modest bedroom to get ready, not even responding to the message. They knew he'd show up. Not like he had much of a choice.

Now dressed in a freshly-ironed, crisp black suit, the mountain of a man exited the elevator on the building's third floor. Some private place. He hoped he wasn't being sold out to some rich asshole with too much money. Not a lot he could do if he was, though. Still, one had to look and act professional regardless of what kind of asshole they were dealing with. If you weren't in charge, you weren't in charge, right? And politically, he held no power. Clawed hands straightened his lime-green tie before he entered what he assumed was the room they would be meeting in. Taking care not to hit the door with his tail, he gingerly walked into the room.
It was pleasantly... clean. Usually these places were dens of rich perverts who didn't even bother to clean up their own sadistic messes. But this... this boded well. The man he was looking for quickly caught his eye, receiving a stern, professional look in return. It really was the best way to handle people. A scaled hand was extended in the man's direction, the owner's tone curt and professional."I am Gabir El-Hashem. Why have I been called to this place?"

the only other thing i could think of was "murder and martinis" and that was too much omg Gabir was punctual and looking quite sharp in his suit ー quite different than some of the pictures on file back at headquarters that he'd seen. Shaking his invitee's enormous hand firmly, he gave a small nod of his head. Just in case there were any recording or listening devices in the area, Cyrus tapped a button on his PDA to set it to white noise mode. Highly unlikely but always a possibility.
"Cyrus Gannon. I was recently asked to head an operation and pointed in your direction. Signing up strangers as partners and meeting them on-site isn't really my style, however, so I figured I should take the time to talk to you and see how you feel about the mission and me as a partner. Oh, and I'm covering the bill, so feel free to order yourself some drinks or food if you're hungry." Cyrus pulled a small tablet out of his bag, sliding it over the table in Gabir's direction. Lit up on the LED screen were several pictures, two of which were of the targets ー one giant man comparable in size to Gabir (with clear signs of having been genetically spliced with mammoth DNA) and the other a short, scrawny teenager who was in comparison to his partner rather unremarkable.
"These two have been causing a lot of trouble in the slums and Lower Class factory zones lately. The larger one is quite tough to take down and hits hard, as you can imagine. His companion is a hacking and demolitions expert. And quite fast as well, making them a good team. I would be comfortable handling either of them, but headquarters would like me to bring in at least one of them alive and it would be foolish to take the risk and operate by my lonesome. Any initial thoughts?"

Gannon. He quickly memorized the name. He was sure he'd heard it before. Maybe he would do some research later. He liked to know who he was working with. Why did they point this Gannon fellow in his direction? Typically, he was only called for dangerous operations like safehouse raids. Nothing exactly covert. Being sneaky wasn't exactly in his skillset. Still, he would hear him out. At the mention of drinks, it was clear he was definitely considering it, but eventually decided to just shake his head. Best not to drink if he wanted a clear head.
He calmly listened to Gannon's explanation of his mission, looking mildly confused. Was that it? This was something basic forces could handle. Unless Gannon or his superiors weren't being entirely honest about the skillset of the larger one. Plenty of thugs were giants. That didn't make them special. Initial thoughts? He had plenty.
"...Why would I be recommended for this? I am not a mercenary. Are you asking for my help, or are our superiors ordering that I help? There are only two targets. Am I to assume our superiors will not approve the usage of my typical raid gear with such a small operation? Why me, if you want them alive?"
Gannon either didn't read his file, underestimated what happened to Gabir during raids, or didn't care and was planning on bringing him along on some technicality. True, it could be something else. But as for logical situations, those made the most sense. He quirked his eyebrow a bit, staring his 'partner' down. Clearly he was displeased with the situation. Nobody ever said Gabir El-Hashem was easy to work with.

"Those are all very good questions," Cyrus replied, smiling faintly before going into the full explanation.
"I had to do some digging around, but it seems that we may be dealing with more than two individuals. According to the intel, there will be a factory heist tonight, but the details are rather vague. Because the hacker is good at covering their tracks, I'd assume. In any case, this mission may entail engaging with a dozen or more hired hands in addition to the two targets."
Cyrus tapped twice on the tablet screen and the pictures switched to that of a large factory in one of the Lower Class zones.
"The lack of precision about anything besides the time and location of the heist brings up serious concerns, but the force is not willing to take officers off duty without notice and send in an entire team in case extra hands are required in other locations tonight. That said, on top of the likely involvement of explosives tonight, the larger target is a Magix addict and known to be capable of quite a bit of destruction if left unchecked."
This was a very vexing predicament. "Normally," he said, "It would be an order, but I'm in charge of this mission and so the final call this time shall be mine. We have reason to suspect this operation will not simply be a matter of engaging two targets and so I believe your abilities may come in handyー"
"ーIn which case I will single out the target for capture, who will likely be separated from his partner, while you take care of the larger target and his allies. That is my current understanding of how the force would like this to be conducted, but I do not intend to approve the operation if you have any strong reservations about it."

Lots of talking. Little information. There were few absolutes in this data. Sloppy. It appeared he was expected to simply barge in the slaughter them all. That was definitely possible. But... this was someone's property. A factory. Surely they would not want the goods damaged. This could end up costing more money than simply letting the criminals steal things. Maybe Gannon needed to be filled in on just what Gabir did.
"...Are you aware of the collateral damage my usual methods cause? There will be property damage. And... apologies, but you do not have the authority to approve the use of my combat gear. It is a delicate situation. If you intend to find approval for it, perhaps you could ask permission from one superior to both of us. Do not think of me as an officer, Gannon."
His gaze turned into a serious glare. This was sensitive information. However, anyone working with him had to know the consequences. There was a reason he preferred to work with as few people as possible. Collateral damage could also include allies.
"...Think of me as dangerous military hardware."
Perhaps that would get the point across. If he still wanted to work with him, that would be fine. But for his heavy combat gear, he required higher approval. The last thing he wanted was to use it only to find out he did not have the authority to do so. That could lead to trouble for both himself and Gannon. He wasn't in the secret police by choice, after all. He was a weapon for them to use at their discretion.
"If you still wish to work with me knowing this, I will not stop you. I always have strong reservations."

Of course. Cyrus expected nothing less from El-Hashem, given the less than spectacular information that he had provided ー though that really couldn't be helped in this situation.
"I prefer to leave shoddy work to other people. By which I mean to say that I've read your file very thoroughly and I'm quite aware of your destructive capabilities. And having been pointed to you in particular, I immediately looked into gaining approval for your special gear. That will not prove an issue."
He nodded slowly in response to the man's glare. Focused and intent enough to make some people cower, surely, but then Cyrus was not just some people.
"You are indeed a military weapon, but a living one, and that makes you all the more dangerous. But only fools elect to use weapons they've never even seen in person."
And Cyrus was far from a fool.
"The paperwork is already all in order. This was more of a courtesy visit than anything," he said, "so that we could meet before the mission and make somewhat informed appraisals of each other. You clearly have reservations, but that is only natural. I was looking to see whether those reservations led to any strong voiced opposition."
El-Hashem was definitely very serious and matter-of-fact about his position in the Secret Police ranks. Reading things from a file was one thing, but actually observing them for yourself was also important (and oftentimes moreso, in Cyrus' opinion). That's why he scheduled this meeting in the first place, and so far he was very glad that he did.
"Don't worry too much about property damage. These two aren't a great threat yet, but they could grow to be in time ー and so the force has been trying to lure them in for months. They need a pair who are good at their jobs and will get the job done right on the first try. Besides, even with their explosives and your destructive capabilities, the factory is built to make causing serious damage to it quite difficult. There's no need to worry about it in any case. Because it belongs to me."
