Background: Smuggler - of people, that is, not blackmarket goods. Jacek runs a secret business through the slums, sneaking scavengers or other lower / slum class people up into higher class areas or places they might not normally be able to go. It's a fairly low-key thing; he doesn't do this constantly or with large groups of people, but they say that he's the one to talk to if you need to get somewhere high security - so long as you're willing to pay, that is.
He only accepts payment in lose currency chips for this - that or goods that he can sell. It's far too hard to launder the money for it otherwise, and generally he runs it through his business so that it's hard to tell where it came from.
