───────Static. A dull ring in everyone’s ears. Crackling for a minute. Climbing to a deafening whine inside their heads for an agonizing moment. Then silence. Those with visual displays for their NUIP would see them flickering back to life, the mechanical parts of the city beginning to move once more as their systems were brought back to life.
Red letters flashing across the eyes and screens of everyone and everything in city, no one escaping the message except the few scavengers hiding away from any kind of machinery. When the letters fade, a woman’s face stares out at all of the city, a shaded veil covering the lower half of her face.
“For those of you who do not know me, I am the Commander of your Secret Police. As you have no doubt noticed, the NUIP system has been restored, free of the virus.” She pauses, glancing off camera for an instant before returning her gaze to the camera. “But that does not mean our city is free of the sickness infecting it.”
The camera zooms out to show the entire room, stark and white except for one man kneeling on the floor, black clothes covering his body and a blindfold wrapping around his eyes. The Commander does not acknowledge him as she continues to speak. “Many of our citizens abused the lack of the NUIP system. Many still are as I speak these words. Rioting, destroying the homes of other citizens, stealing from them, killing them where they stand. The list of atrocities goes on and on.” She pauses, silent as she turns her head and takes even steps towards the man on the floor.
“This man is guilty of all of the above. Inciting people to riot and encouraging these horrific acts. This murderer has run rampant through the streets for the past week, damaging the innocent civilians of Novus with his band of ‘Vigilantes’. All while claiming they wish to improve our great city. To make it better for the people. The very ones who died at his hands.”
Her head turns to the camera again, lips set into a tight line behind her veil. “This murderer will be getting one of his wishes granted, at least. For those of you, his followers or otherwise, still causing mayhem in the street. I suggest you watch closely. This is how you improve the city.”

Half a minute of silence passes before she slips the gun into holster at her side, head facing the camera once more. “These riots stop now. Or I will personally ensure that any other criminals meet the same fate. And to the rest of the innocent civilians in Novus. I trust you will remember who it is that ended this chaos.”
