I would like to propose a standard piece of hacking equipment: the Handheld (WIP name)
Okay, so since I'm a little unclear on how exactly people call each other with their neural implants and how they browse the web on the go, I figure people probably need a portable input device of some kind. The neural implant houses the data, while the Handheld gives people a way to type and display media. This would be a standard tool for anyone with hacking abilities (not just Vigilantes, but anyone who can understand code).
On its own and without any exceptional tinkering (just proper know-how), the Handheld can do the following:

On its own and without any exceptional tinkering (just proper know-how), the Handheld can do the following:
- Security dampening (as described in the Technology page)
- False IDs (as described in the Technology page)
- Remote hacking: The Handheld can connect with a building's network, granting the hacker access to any systems that are connected to that network. This only works at short-range of the actual system/equipment (example: hacking a sprinkler system as shown in the gif above, or accessing a computer from the shadows without stepping into a camera's view)
- Video loops: Causes cameras to play back the last 30 seconds of their footage, only useful when you're trying to get past a camera in an already empty rooms where no one will notice the footage is repeating
- GPS hacking: Allows the user to trick the government's GPS tracking system into believing that the user is somewhere else entirely, though this doesn't help with getting past security checkpoints and it can only last for an hour or two
